Support European manufacturing

A strong heat pump sector is central to Europe’s industrial competitiveness, innovation capacity and job creation.

Most of the heat pumps installed in Europe are assembled here, including for industrial processes and district heating networks.

The sector provides skilled employment for over 433,000 workers already today, and there are over 300 heat pump manufacturing sites across Europe.

Manufacturers are training and recruiting professionals all the time, and many more are needed to meet growing demand.

Strong production should be combined with open, competitive and resilient supply chains, and workforce development.

What should EU policymakers do?

Take a pragmatic 'Made in Europe' approach. Boost EU production while keeping supply chains open, with transition periods to avoid disruptions and cost increases

Embed heat pump training and reskilling into EU frameworks and funding (e.g. Pact for Skills), while supporting workers as they move into new roles

Promote harmonised qualifications and mutual recognition to enable labour mobility across the Single Market
