EHPA’s feedback on the EU Single Market

The EU Single Market is essential to scaling the European heat pump sector.

EHPA supports EU-level harmonisation because common rules allow manufacturers to develop and market products across the Union without having to adapt to 27 different regulatory systems.

However, the sector continues to face two distinct but related sources of fragmentation.

On the one hand, Member States may introduce additional or divergent requirements when implementing EU legislation (‘gold-plating’).

On the other, where EU legislation does not provide a common framework, Member States may develop their own national approaches.

While these situations are different, they can have the same consequence: a product that meets EU requirements may still face additional barriers when entering or operating in another Member State.
