Manifesto: how to speed up heat pump rollout

22 May 2026

In a world of geopolitical turmoil, fossil energy prices are spiking more than ever. Heat pumps replace fossil fuel-based heating and cooling. They therefore reduce dependence on imported energy from unreliable partners, stabilise costs for consumers and industry, and strengthen Europe’s industrial base.

From buildings and industry to cooling and district heating, heat pumps deliver efficient, locally produced energy at a predictable and competitive cost while boosting European manufacturing, skilled jobs and innovation.

Countries like Sweden and Norway have shown it can be done, and now this is spreading across Europe. By supporting and investing in heat pumps, Europe is supporting and investing in its own security and competitiveness.

You can read below what is needed to speed up heat pump rollout in Europe – or see a one page summary.
