The European Commission has proposed new measures to simplify energy and tyre labelling rules, reflecting several recommendations EHPA has put forward since December 2025 in the context of the Energy Product Omnibus.
The proposal introduces a more practical and digital approach to implementing energy labelling requirements while maintaining access to clear consumer information.
Among the proposed changes:
- More flexibility on label formats: suppliers would no longer be required to print a label for every individual unit, with digital solutions becoming a viable alternative while keeping printed labels available to dealers on request.
- Fully digital product information sheets: completing the transition towards digital product information that EHPA has consistently supported.
- More workable transition periods for rescaled labels: allowing up to 12 months to sell existing stock, replacing the current rigid timelines for suppliers and dealers.
- Better use of the European Product Registry for Energy Labelling (EPREL): it would also be used to identify products eligible for support schemes, helping reduce duplicate administrative requirements for manufacturers.
These measures demonstrate that simplification and consumer transparency can go hand in hand. Reducing unnecessary administrative burden supports manufacturers and helps strengthen Europe’s heat pump sector without weakening information available to consumers.
The proposal will now be examined by the European Parliament and the Council.
EHPA will continue engaging with co-legislators as the legislative process progresses.
