Pump it Down 2025 - European Heat Pump Association

Last year, heat pump sales fell by 21% in 14 European countries compared to 2023, we recently revealed.

Why was there such a drop? There are three main reasons according to national experts: 1) governments have changed support schemes for heat pumps, unsettling consumer confidence; 2) a sluggish economy with a cost of living crisis, and 3) the low price of subsidised gas.

But each country is different and has its own particularities. In this new report, we bring together analysis on the national reasons for the change in sales from 2023 to 2024, and some outlook for the coming months.

Overall, 2.2 million heat pumps were sold in 2024 in those 14 countries, which make up around 90% of the European market, compared to 2.8 million in 2023. This brings the total stock to around 26 million, slowing the heating market shift from fossil fuels to heat pumps.
