Italy has submitted its draft Social Climate Plan, with measures set to run from 2026 to 2032.
The €9.3 billion Plan will use future ETS2 revenues to support vulnerable consumers through the transition to clean heating, cooling and mobility.
A major part of the Plan focuses on making buildings more energy efficient.
€3.2 billion will go towards building renovations in social housing and microenterprises, including heat pumps.
A further €95 million will promote electrification as a no-regret solution by increasing connection capacity in buildings.
For EHPA, supporting vulnerable households must go hand in hand with moving away from fossil fuels.
Energy-efficient homes, including through the deployment of heat pumps, can help cut bills, improve comfort and make the transition more affordable.
